I don’t know if the sapphire has had any heat at all, hence listing at the price of plain heat. If unheated it should be worth twice as much. No fillers of any type, It has a small inclusion inside visible on magnification, which reflects in the price. 
Very, very high quality piece. Ring size about a 6, resizable.
A ring I could not replicate new at this price point, vintage pieces allow me to cut out making and focus on the material value. 
New, this would cost me closer to 8000$ to make. More, considering this one is fully handmade, and the skyrocketing prices of quality Ceylon blues. 
If you were planning on making a mid to big jewellery purchase this year, this should be it.
